Penny Letts

Penny is a policy consultant and trainer specialising in mental health and capacity law, a member of the Administrative Justice and Tribunals Council and a former Mental Health Act Commissioner.  She was Specialist Advisor to the Joint Parliamentary Committee on the Draft Mental Capacity Bill and prepared a major part of the Code of Practice on the Mental Capacity Act 2005.
